You'd think we would have extracted a lesson or two out of that whole prohibition thing, eh?

Keeping drugs illegal supports a huge industry of enforcement,punishment, treatment, etc. If we were to legalize marijuana, a good chunk of our economy would collapse, and the terrrorists would win.
