The supplemental power must be negligible since the toothed belt isn't going to deliver any useful torque without quickly wearing out. Also the gear ratio is not conducive to any torque increase (large gear on the electrocharger is driving the smaller engine crank pulley?). If this is going to work at all (with little wear on the belt), it would be at higher engine and vehicle speeds.
