This is, IMHO, largely because Bush is the incumbent. Do you really think Rove would miss the opportunity to do exactly what Kerry is doing (and worse) if the tables were turned?

Further, it refers to Pentagon documents as well as to the Democrats on the House of Representative Appropriations Committee in the main. If the Republicans on that committee thought what the Dems said was BS, we'd be hearing about it. Thus, I'm happy to assume it is legit...

Hell, I'm even giving Bush a pass on the fact that he embellished the numbers more than a little - its his right as a politician ;).

After watching the Pres debate, I thought EXACTLY that. I see four (general) types of people watching. The strident Bush supporters will have thought, "well, he coulda done better but he got across his message. Our message.".

Unmoveable Kerry supporters would have spent large portions of the debate tremendously excited because he did better than expected.

To me that leaves two sorts of potentially undecided voters - those who fear (and see and hear Bush as their only safety) and those who don't (and see Kerry as a better option for the US in the world in the future).
