How do you turn on the "Ignore" feature?

Just be thankful that these poop people have no modern industry to make weapons that could strike us from a distance. The only way they can hit us is by them physically being here (and we can thank another foolish decision from the sixties for that) and carrying in the bombs or biological agents.
