You can do this to post a photo in a PM:

Go to the Technical Board (not PM screen). Start a new post, and upload your photo. Press "preview" to make sure it's there. When you are on the Preview screen, copy and paste the code from the window (it looks like this: [IMG.]http://photoURL[/IMG.])

Cancel the new post so it doesn't show up in the Technical Board. You can do this by just going to your PM screens.

Compose your new PM. Paste the code you copied above into the PM.

Viola, photos in your PMs.
