Places to stay and things to do in Quebec City

Hello All,
The girl and I are planning on spending a 4 day weekend in Quebec City this February, and I was hoping that some of you who have been there might be able to make suggestions for places to stay and things we shouldn't miss.
We'd really like to stay within the city walls, and we'd like to spend less than $135/night...the less the better, it all ends up in the P-car in the end We've seen a few places that fit the bill by googling, but I always prefer someone's personal endorsement. Anybody have a hotel/B&B or whatever that they would recommend?
And while we're at it, she and I will have 3.5 days to be tourists...I don't think we're going to have any problems filling our days, but is there anything we absolutely must see or do?

Hotel Frontenac..is rigjt on the heart of the old city...February is a cold time to visit...but I do love visiting that city....visit the Tobaco shop and buy a good Cuban cigar...there are several interesting Malls outside of the old city to visit...

We thought about Frontenac, but the cheapest we can get there is $349 per night, no way can I swing that. Agreed, February is a cold time to visit, but I'm a dogsledding enthusiast and that's actually part of the reason we're going to be in the area. Will do on the tobacco shop

There is a nice Tobbaco store in the old city. I always like the Journeys End motels....they were relativily inexpensive and were nicely appointed.
