Computer: Using a game program when Not online, Explorer is working.
 

Windows Explorer is working when I have one of my computer games program running. I believe it is interfering.

I'm not online at the time. Sometimes due to this I get an error message with the program.

I know Explorer is working at the time, because to verify I press Ctrl-Alt-Del, and it shows the game program + Explorer working simultaneously.

Once again, I'm not even connected online at the time. What's with this???

"Windows Explorer" always is running and is (basically) Windows itself.
"Internet Explorer" should only be open if you open it.
