If a car from 1978 has a certain standard to meet in terms of CO, HC, etc., why is it not sufficient to test the car, and if it meets that specification, then pass it, no matter what engine is in it? Why all the rigamarole? Is there some particular reason that anyone can think of, or is it just a scam?

Get a '75 chassis and transplant it. Seriously, the smog regulation is so messed up in this state, you've got to just work around it. No EFI, no clean upgrades, no nothing. Just bypass them.

My guess is the timing. Checking the ignition timing is one of the tests, and the static timing is different between a 76 and a 78.

Do you have a smog pump?

Does anyone know if you fail the visual at a test only station, is the state notified? How does that work?
