Best "Free" photo editing software?

What's the best "free to download" photo editing software out there? I really only need it to edit the size of my photos for uploading onto websites such as this.

TIA

Do you have MS Office? If so then you should have MS Picture Manager or Photo Editor. Either will do the trick.

www.irfanview.com is good. I've also heard www.gimp.org is better, but have never tried it myself.

Picasa 2 from Google. Its free and quite good, in additon to quite a few tools for retouching, it automatically organizes your photo files by date and you can auto resize pics for web and email.

to "irfanview" users, is there a way to open and then resize multiple photos at a time?
