Wow. This must be (relatively) new. While I used to be a CCA member, I'm not anymore, but could always go to the local websites and view classifieds, forums, etc.

To check, I just went to BMWCCA-LA, and I couldn't get to the classifieds. BMWCCA-San Diego seemed to work, though. Didn't even see a listing for BMWCCA-Orange County, which I used to be a member.

This is a step in the wrong direction, IMO. I've always enjoyed the DE events put on by CCA, (best I've been to), but don't like the idea of having to join just to look at classifieds.

How are they expecting to attract new members?

I can get in the local classifieds, and even the national site, but the newest classifieds are "restricted" to members for the first 30 days.
