Blue roofs in da hood

I was researching a property today and was startled by how many blue roofs are in this ariel photo. Best I can tell this picture was taken late 2004 early 2005.

This is a very poor neighborhood most of these houses are rentals.

First time I flew over Florida I was looking out the window while the plane was landing and wondering wtf would you put blue shingles on your house. A few days later while driving around and noticed that a house had a blue tarp on the roof. A light bulb went off in my head from the flight and it occurred to me that it was most likely from hurricane damage that hadn't been repaired yet.

Yep, I went to visit my mother in the pan handle of FL just after Ivan. It was a sea of blue then.
