It's a slippery issue. I'm not sure I agree that a law is the answer. However, by the time a girl reaches the age of Majority, it's too late for this vaccine. It's most effective when administered before puberty. Parents are very likely to make an emotional decision based on the idea that "my daughter's not having sex!"
It's an unfortunate fact that this attitude will condemn a number of women to cervical cancer, which can lead to infertility and death.
