Just got to thinking after I posted my answer. Wasn't that tune on the album FEAR "the record"? I had that album on vinyl and cassette, not sure where they are now. I graduated H.S. in '87 and we used to listen to quite a bit of Punk. Minor Threat, Bad Religion, Misfits, Fear, Bad Brains, Black Flag. Good times.

Black Flag ( or White Flag). One did "Let's Have a War." The other is famous for "TV Party." Both are on the Repo Man soundtrack, along with a lot of other cool punk songs, like "Pablo Picasso.
