E-bay question, scam or what?

I've seen some very interesting cars on E-bay lately, but the ones I have questions about are like this. There is a 67 Corvette 427 that the seller STATES you can buy for $8000.00, IF you register with him before bidding or ? His so-called "buy it now" price is $8000.00, which we all know will not happen. The E-bay # is 230094995295. No, I did'nt just get off the boat, but does anyone have any insight on scams like this? What's the story, I know I'm missing something here.

He registers you, you bid, he deletes the bid and makes you an offline offer. "Send me cash and I'll make you a quick deal." Only problem is the car is probaly in Portugal being shipped somewhere, but he will reroute it to you if you pay.
