Absolutely disagree with you. It all comes back to the parents, the kids always end up being victimized either directly or indirectly by the circumstances theie parents put them in. Breaking the cycle with the kids using social services - while benevolent and good intentioned as it may be - simply furthers the notion that you can act in a fashion in which you become a ward of the state with little to no consequence. The state cannot act in loco parentis.
I've said it before, you need a license to drive a car but you need squat to be a parent. Adults want to become wards of the state and live on the dole, fine. Before you pick up your first check, make an appointment with a urologist. Snip snip.
Then pee in a cup.
