"Rare" species question
I have a question for anyone with some experience or background that can prepare me for hwat to expect/do in my situation. I am in the process of starting a building project in rural northcentral Pennsylvania. One of the hoops to jump through is a form sent to the DEP (Dpt of Environmental Protection) for endangered species impact. Well it seems that there are timber rattlesnakes living near my proposed site. I spoke with the individual I believe has identified the den sites and he confirmed that they are not on the property, but fairly close by on an adjoining property. The lady with the Fish and Boat Commisssion (yes apparantly I need to get a building permit from the Fish and Boat Commission) will not be in until tomorrow, so I have not been able to get any answers to my questions from the state, but I hope to tomorrow.
Timber rattlesnakes are classified as rare, and a candidate for endangered or threatened. What protections are afforded species classified as "rare"? Can my construction project be eliminated by the state due to snakes that are not denning on my property? Does anyone have any knowledge about this situation, or can you direct me to resources that could benefit me? I am fairly concerned because DEP invlolvement in construction projects generally does not work out in a positive manner for the builder.

Sounds like this is done by the state, not the feds.
I'd expect a bureaucratic nightmare, Greenpeace/PETA protests and such...

Timber Rattlers are one of the more deadly snakes on the planet, I believe the deadliest in North America. That being the case, wear your kevlar motorcycle boots in the tall grass.

I think Coral Snakes are far worse than Timber Rattlers. And why don't more of those Pentacostal nuts die from handling them? I find it hard to believe they are a rare species.

"Rare" in this case means you say "OO, look, haven't seen one of those in a long while" right before you pull the trigger...
