Funny, but out of all of these guys the bird is dominant. Couldn't get the dog up there for the pic.

You really want to torture a cat???

Take window tint and place it on a sliding glass door off of a porch or balcony. Run it from the ground up to 20-24 inches or so and make it so that the shiny side is out, so that anything outside cannot see inside.

Then place bird food on the outside of the door right in front of the glass. Wait until the cat (or cats) see this and line up for the show.

I did this at our house in Germany and we watched it for hours. Called it "cat TV" and it was funny as hell... Finally one of the younger ones got smart and started jumping above the "filmed" areas and could scare the birds, but otherwise the birds just stood there eating the food oblivious to the danger a few inches away.
