Dottore is correct. Both my current and ex are from China and did not get their license until they came to the US. The license test here is an insult to one's intelligence and in no way whatsoever tests one's ability to safely operate car on public roads. In fact, plenty of my German friends in high school came here either as exchange students or on vacation and got their licenses in the US because they could do so a year two earlier here than in Germany and for less than 1% of the cost. I don't know if Germany still recognizes US licenses to convert them in to German ones, but at that time, it was possible to just convert them.
