At < $300, there won't be "bells and whistles."
 Costco has some good deals on digital tape camcorders. I bought a DVDR made by Sony (one of 2 manufacturers of those), but it ran 600+.

Canon ZR700 or ZR850, both in your price range, IMHO.

How old is the "kid"?
Bought my 7 yr old daughter a good digital still camera. Decided to get it from Target and paid $20 for the "no matter what she does to it we will replace it for free" 2 year warranty.

For a youth to play/practice/have fun with... go to a pawn shop, get an older VCR camera.
Because of 'all digital' now, I see them at estate sales all the time, top of the line in their day ...the auctioneer can hardly get 10 dollars bid for them. If the child breaks it ...no big loss. Upgrade with age/experience in the future.
