soccer fan shooting in Italy

Yesterday a policeman accidentally shot a fan in a car whilst trying to stop fans of rival teams from fighting at a service station. Then it really hit the fan:

Why? I don't think it's to do with sport or even the shooting. I think people are reaching a breaking point with life today and need to strike out - violently. Any excuse will do. I know I feel that way sometimes when I have to deal with civil servants who aren't, technology that fails, traffic jams, workman who don't turn up when they should, workman who are incompetent or who expect you to pay for their learning curve etc etc etc.

It seems the cop fired a warning shot into the air and then accidentally fired a second shot whilst he was running towards the incident. He hit the victim in the car from about 70 metres away.
Observations:
Crap training for the cop. Obviously running with his finger on the trigger and after the first shot in DA mode the gun was in SA mode (Beretta 92F would be standard issue), thus trigger would be very light.
Seemds to be a justification for police pistols to be DA only.
