I'm trying to figure out the need for a twin tail.

Perhaps the two motors turn in the same direction and there is a need to counter the torque?

The first time I saw pictures of the Team Phillips cat, my immediate reaction was "It is going to break just forward of the crossbeam". I have a similar reaction that the Straolaunch is going to break somewhere on the wing between the two fuselages. I hope I am wrong this time.
