I've fallen off waverunners more than once...the water starts to get pretty hard above 45-50mph, though nothing like asphalt obviously.

you should try getting hammered into "soft sand" (under water) in a hollow 3-5' day at a decent shorebreak like drainpipes. My left rotator cuff will never be the same...

OK, a full size scooter (125-500cc) is stupid, at that point get yourself a cycle. But a 50cc 2 stroker tuned to run 40ish would be perfect for city work. No one complains when you park in the bike section or even on a side walk, they are tiny and use almost zero fuel. There is a need for a more utilitarian looking one but I wouldn't mind using one of the existing types if I lived in the city.
