Kali Sanctuary Cities

Wait a minute.. San Francisco(defying Federal Law) is a sanctuary city for illegal aliens(they can kill and cause mayhem without worry, like kill the Bologny family with an AK47 for a traffic issue) and the city blocks their deportation, and now San Diego is declaring itself a foreclosure free sanctuary city, telling banks the legal contracts(mortgages) need to be renegotiated and that(in other words) contract law has been suspended in San Diego! Whoa! What bank will ever give a mortgage in that city in the future? Am I misreading this? How does a mere city dictate law? In the hierarchy of government, the city is third or forth tier. So these cities can make their own laws the supplant the federal and state statutes? This is impossible.

don't forget, it's also a self declared "nuclear free zone". so any terrorist with a dirty bomb will get to the city's edge, see the no nukes isgn, turn around and go home.
