When announced, Superman, Shaun of the Dead and Dipso will faint like 10 yo girls at a Hannah Montana show. Dottore will point out that while falling short of the benevolent dictatorship we really need, it is a big step in the right direction.

Sounds like someone needs some government-sponsored "sensitivity training" and maybe a hug.
