I wouldn't. Partly due to the risk of total loss, partly due to the weather changes (not necessarily 'global warming') and more severe extremes we have seen. We see problems all the time where folks try to manipulate rivers and waterways by channelizing and developing flood plains- it nearly always comes back to bite you at some point.
