As long as you are legal and pay into it then yes.

My mom, German citizen, paid in and collects.

Yeah so what if I am a Troll and like to be "TABBYDOLL" the "attention whore" like PWD says....What is wrong with dressing up in a nice dress with high heeels and crusing Ventura Blvd.
