Need to create a "rate your hospital" site...is vBulletin for me?
 

I need a program that will allow our medical students to post a thread where they can comment on a hospital and give it a rating of one to five stars. We want these comments/star ratings to be seen by other med students so they can determine where to do their rotations.

They do rotations all over the world, so we have no list of locations. Thus we cannot set up a pre-populated survey system such as in surveymonkey.

Questions:

1. Can vBulletin users set the star ratings for their own threads?
2. Can vBulletin be set to authenticate users with LDAP?
3. Can vBulletin notify an administrator whenever a thread from any user is posted in a particular forum?
4. Can vBulletin report the average star rating of all posts in any particular forum?
5. Can vBulletin be set to allow only registered users view the forum posts? We only want the forum to be seen by our med students.

If vBulletin is not ideal for use in this manner, what other software is out there that would fit these needs? tripadvisor.com is the style of rating site they'd like...not sure of the program or technology behind it.
