I think we are starting to confuse the passport book (biometric passport) with the passport card or pass card. This is a big difference. OP was about passport books. Read this:
http://www.rfidjournal.com/blog/entry/5049/ Passports are HF 13.56 MHz Pass cars are UHF 860 MHz - 960 MHz UHF RFID tags indeed work at larger distance. That's how the pass card was designed. So it can be scanned at a border crossing with the person in the car holding it up. If you read more about the pass card you will learn that it has only a number on it that is referenced to a database at the border. Also, it COMES WITH A PROTECTIVE SLEEVE to be used when not in use. So, those morons in SF were running around with exposed Pass cards. Not with US PASSPORTS. Pass cards were not the question here and I remain with what I said, the US Passport Book will not be readable from more than 3 feet away because it is a HF tag. I don't think these tags are a good idea, btw. I just wanted to chime in to calm some of the paranoia. Obviously that hasn't happened. :D I am done. This thread start to feel like PARF. haven't you noticed that even if you remove the battery from your telephone, when you replace it, the time is still correct?

In Oklahoma we have the PikePass system for the turnpikes. The unit has a battery that only lasts a few years. After that you have to swap it out for free for a new one. As the battery gets weak the reader that is focused on you car can't read it. Without a battery the RFID system can't read it. It has to be very close to work without a battery.
