I see a consumer market for this. Paging 3M, paging 3M.

Existing metal-to-air thermal dynamics are poor, and liquid cooling systems are complex,expensive, and can leak.
Some kind of highly-endothermic coating, combined with a type of non-conductive endothermic matrix to tranfer the heat collected out to a fan/other arraingement would be a decent add-on for the for the DIY'er.
