noah. i think i have your solution. cats hate aluminum foil. it is like a "cattle crossing" for them. they hate the noise, and they hate how it feels on their paws.

i would buy a couple of those cheap solar, safety, emergency blankets, and some magnetic clips. cover the car, make it look like spudnik. hell, even kitchen alum foil would work. probably even better. my friend had a cat that loved this antique couch (interpret this as "ugly") a few sheets of alum foil draped on the couch ran him off.

Cayenne pepper sprinkled lightly on horizontal surfaces...hood, roof. Cats walk on it, notice the grit on their paws and lick it off. Behavior mod 101.

hmm, my cat's LOOOVE Aluminium foil, especially wrapped in a ball... they go ape**** with it.

Got the local Police Dept or SPCA and get an animal trap for cats. Bait with tuna. Return the cage when you catch them.

Buy an animal trap from Cabela's, or the like. When caught, follow the recipe for Kung Pao Chicken.
