Illustrator: Fit objects to path

I'm trying to make various chronometers and have these hash marks and a circle. How can I combine the two to make the beginnings of a chronometer in Adobe Illustrator?

Start with 1 hash at the top.

With the rotate tool Option click the "center" of your circle.

Divide 360 by number of hashes needed, enter the degree in the dialog box and click copy.

Then command D to duplicate.

Make sure you option click the rotate tool dead balls center.

EDIT: you dont need the drawn circle.
