Excuse my ignorance, but who is william cooper?

I know who William Cooper is & his death sounds a little "fishy" at best.. Seems every time the Federal Goverment(FBI & ATF mostly) tangle with these Militias, people die & the facts get swept under the rug. I would like to know more about Mr Cooper's theory how the US Government was behind the OKC bombing..... any good links, Steve?

I had heard that even though McVeigh was against the ATF after Waco, that there were no ATF people in their offices at OKC the morning of the bombing.

I can't find the ATF in the constitution so the must need funding authorized from Congress every year to exist. It seems like they pull off something periodically to demonstrate their need to esist.
