Explain to me RI policy of no car title for 2000-older
 
Explain to me the car titling process in Rhode Island. If your car is 10 years or older you do not need a title? What record do they keep of owners, miles, etc?

I would think people would be exporting stolen cars there all day if you don't need a title to register.

If it is like NYS, your yearly registration is equal to your title.

Georgia used to be like that years ago. Not sure if still is.

You can keep track of stolen cars with a VIN.

NYS used to be a pink slip state.

Forget what year the cutoff is.

My 84 P car is titled. Regi is not enough to transfer ownership.

My 55 Benz is a pink slip. Regi can be/is used to transfer.

A pink slip and a title are the same thing in CA. Titles used to be pink, hence "pink slip".
