Renovating older homes is going to cost more than it used to, thanks to new rules from the federal Environmental Protection Agency.

Under this rule, which was adopted in 2008 and took full-force effect this summer, “contractors performing renovation, repair and painting projects that disturb lead-based paint in homes, child care facilities, and schools built before 1978 must be certified and must follow specific work practices to prevent lead contamination.”

Firms doing this sort of work must become “EPA-certified renovators” by taking an eight-hour training course from an EPA-approved training provider.

Initial training costs top out at $560, with refresher courses required every four years or so, topping out at $340. ”Contractors must use lead-safe work practices and follow these three simple procedures,” the EPA says: “Contain the work area. Minimize dust. Clean up thoroughly.”
Here is an example of a very common construction repair job where we will give you a quote to replace a simple side or back door on a house;

* Today’s Price
o One – Pre hung door from Home Depot $150.00
o Labor to install door $340.00
o Total price installed $490.00

* Price With New Regulations
o Test door and surrounding areas for lead based paint* $325.00
o Remove all furniture inside room and cover floor with plastic. Seal outlets, wall switches, windows and vents. Place plastic sheeting outside of door, establish 20ft safety zone with caution tape and traffic cones. $200.00
o One – Pre hung door from Home Depot $150.00
o Labor to install door $340.00
o Labor to clean up areas per new regs $200.00
o Have door tested for lead toxicity* $535.00
o Hazardous waste disposal fees** $578.00
o Total price installed with new regulations $2,328.00

I read this a few months ago. Unbelievable. Try finding a contractor to work on your pre-78 home.

How about the requirement from the NFPA that all new homes (built after 2011, I believe), will have to have a sprinkler system installed to put out house fires?

It is ''unbelievable'' because it is not true. Similar to pretty much all the bogus blog stories that get posted here. Some folks are pretty gullible, I guess.

Go do 3 minutes of your own research. You'll find:

And you'll see that if you're disturbing less than 6 square feet of interior paint, you don't have to do a thing. Go ahead and replace that door.

The rest of the story is bogus too. A EPA-certified lead test kit costs $50 for 16 swabs. Why quote lab test prices?

Ok I will admit that I read that in a column in the paper without doing any research.

But to follow up I read the regulation from the link. I have not fact checked the prices but according to the EPA guide...

Contractors need to be certified and employee's trained TRUE
(General's, Electricians, Painters, Plumbers, Carpenters)

Lets change the story from a door to a window so it will be TRUE
or
leave the door but someone under 6 lives there or might live there TRUE

So the prices are probably over the top but lets add

Must distribute pamphlet's
Must post sign's
Obtain confirmation of receipt of pamphlet's from owner
Must contain the area so no dust leaves the area. (Sorry can't work today it's windy)

Contractor must provide job training to workers
Contractor must be present when signs are posted and during cleanup
Contractor must be available by phone or on-site at all times.
Contractor must perform cleaning verification
Contractor must have work site copies of course completion
Contractor must prepare required records

When all is said and done, if the work is done by a licensed contractor it is going to cost more.

Look at the positive, the underground contracting industry just got a huge boost.;)

The claim you quoted to start this thread, about the $3000 door replacement, turns out to be totally bogus.

Seems you could do some better research to make up for giving PPOT false information.

We talking $500 more on a $20K many window replacement project? Or $50 more? Or $5000 more?

Ok so it probably won't cost the homeowner near what the article says but ..............

They are going to have to hire some more Govt employee's to check compliance.They are not going to have enough money, so I see a tax coming on somebody or something to pay for all these govt regulations. Maybe they will tax paint. Maybe they collect a fee for the EPA certificate that will quadruple every year to pay for there benefit's.

the checks are already done by Bldg. inspectors - I know of no additional checks.

and... the Lead regs. only apply if 6 ft. of area is disturbed; nor are the methods involved particularly onerous - I already do most of it when I replace windows, trim, etc. in my house, and I am a DIYer, bu no means a pro.

Lead is a severe toxin, esp. for children even at sub-lethal levels so there is a clear economic health benefit from these regs.

I just pointed out some new govt regulation that seem kind of extreme and some of you turn it in to some political rant. It was just a rant on govt in general whoever was in office.

Just paid the state for my test as a contractor, but I know the majority of you guys think we rip you off so, oh well. Sorry to comply to all of the rule and regs, just hire Manwell and you will be fine. After all, he is only her for a better life and doesn't affect anything else. LOL.

Why would anyone hire Home Depot to do work? They just get some beat down contractors to do the work anyway.

That's not federally-mandated. The NFPA is in favor of it, but at this point, from what I've heard, it will be on a state-by-state basis.

My guess is that in these economic times, it's not gonna be adopted/mandated by many states.

- the reason many are upset is that they often are ripped off; and often when not ripped off, the contractor found something beyond what was expected and the cost went up accordingly, but h/o doesn't understand that
