This fact only underscores the fact that it's a total game and they know it. If this REALLY was about safety (as they like to claim) why would they EVER allow a break on one's insurance or have programs whereby offenders could sidestep that?

It's 100% about revenue. Any safety benefit is an unintended consequence and a rationalization used to sell the legitimacy of the practice to the indiscriminate.
