Any Californian PROP 13 experts in the house?

Joanna my wife bought her first Californian home in 1995. She sold the first home and bought her second home in 1998 valued at $300k. This is our only home.

My name was added to the title in 2003. She's 46 and has MS and is considered disabled from MS.

I was told that she can prop 13 under the age of 55 due to her status.

Is this incorrect due to her second purchase in 1998?

We're planning on moving due to her disapility to navigate our stairs to the second story.
