Sorry, but my spider sense says this is expanding control camouflaged as streamlining.

Heck, we could "streamline" Congress and just let the President pass bills by decree...

My thoughts exactly.

The following recent statement sounds like a GREAT example of "streamlining":

"...we need to pass it to find out what's in it"

you need to read the article - it has to do with administrative agencies ("rules")
