Getting aggressive here will not be a good approach. It will reflect negatively on you, especially in your manager's eyes. He needs a team player that doesn't upset the piece in the office while he still gets his point across.

A manager always has to get the best out of his crew with what he has available. Firing a guy and getting the next one in takes a lot of effort with no guarantee that the new guy will be any better. There often is risk in doing so as well: For example there could be a budget cut at the time he lets a weak employee go and he will be hit with a head count reduction before he can re-hire. Better have a weak employee than none.

So, in summary, the guy may be a moron, but that will come out early enough, no need for you to be aggressive about it. Your manager probably already knows it and may even be embarrassed for hiring this guy. You do not need to rub it in.

Here is what you should do: Send this email to the guy directly. And after you send it, forward it to your boss with just FYI added to the subject line and no further comments. Do not cc your boss on the original email, so your coworker doesn't feel pressured or told on. You have a record now and can turn up the heat if nothing happens gradually. Note that the language is pretty mild - i.e. you aren't saying that ALL of his drawings have your name on it. ;)

Simple, As the drawings are in your own name, you have the right to retract and destroy the drawings if they do not meet your own standard.

So time for Search & Destroy.
