Never underestimate the Government ability to harass it's citizens, especially if fines are involved.

Backup. Did you think those smog checks had anything to do with smog? Get real. $$$$+$

They do more inspection checks in NYS than DWI stops, good use of the NY State troopers. Wen through one the other day, wish i could have gotten the camera out to shoot this fat female trooper.

I don't think they do that as much as they used to,mainly because the result of that study and statistic was used , as a tool to restructure the whole smog licensing and testing, procedures coming Jan.2013.
You can find whole Lotta info. here.
Smog Check licensing

It's however, perfectly acceptable for vehicles to drive around in Kalifornia with bald tires, cracked windshields, no lights, crap piled 15' tall in the back of pickups (with no tie-downs), etc. But if you're not in compliance with smog, whoa nelly - look out!

Years ago CA tried to implement safety inspections. It was thrown out after a lawyer argued (successfully) that this would discriminate unfairly against people of a certain socio-economic class and/or racial demographic, since they disproportionately drive around in unsafe vehicles. So as a result, no safety checks, only smog checks, which of course some people can always work around anyway...

Great system.
