I went to work for Home Depot in 1998 and quit this past March.
They started having greeters after studying people walking in the front door and stopping and looking in all directions, wondering which direction they would find what they were needing. They estimated 8 out of 10 customers did not know the layout of the store and appreciated someone at the front directing them. It was also clear that in most stores there was the busy time of the day, 10am to 2pm, and became known as "PowerHours".
There was not a single person that was a greeter and nothing else. It was a rotational job that eventually everyone had to be the greeter for the 4 hours. Some stores have a greeter all day on the weekends. When it was my turn, I didn't greet everyone. You can tell when someone knows where they are going and they don't wanna be bothered. Others are asking where something is before you can say good morning to them.

To respond to some of the posts......
ALL of those plastic bubbles have cameras in them. Every aisle, every direction is filmed. Many HD employees have been caught stealing because they didn't think anyone was watching. They are watching all the time. If you think you are not being watched......you are wrong! Larger, busy HDs have plain clothes Loss Prevention employees walking the store constantly. They are the ONLY employee that can approach a suspected shoplifter. If a regular employee tries to apprehend a thief, he or she is fired.
There is no employee in a Home Depot making minimum wage! Lot boys are paid the least and they start at $9.50 an hour. Cashiers start at $11. Average for a dept worker is $13. I started in Receiving and worked at 4 different stores. My last two stores I was the Sign Maker. When I left I was making $23 an hour.
