What makes the Ural sidecar rig great for poor roads and lousy weather is that both the rear wheels are driven.
Several years back, the quality of Ural bikes was very poor. Like casting sand left in the crankcase bad. Since they've gone after the export market more seriously, quality has improved significantly. In many ways they are derived from the old R-series BMW bikes, but do contain some updates for modern riding. I agree, the history of these bikes is interesting.
