Yet Another Reason To Bash Kalifornia..

LA County OKs $1,000 Fine For Throwing Football, Frisbee On Beaches « CBS Los Angeles

"The Board of Supervisors this week agreed to raise fines to up to $1,000 for anyone who throws a football or a Frisbee on any beach in Los Angeles County...

........your kids could also end up costing you big bucks: the ordinance also prohibits digging any hole deeper than 18 inches into the sand except where permission is granted for film and TV production services only."

Man, first they're worried about porn actors wearing condoms, now this. These people are out of control...

craigster59 02-09-2012 09:31 AM

Sorry, maybe should have posted in PARF. Mods, please move in case it gets ugly...

pwd72s 02-09-2012 09:31 AM

LOL! Time to bring out the softballs and bats...

Agreed...big brother is here.

Jim Richards 02-09-2012 09:35 AM

Ibtp

legion 02-09-2012 09:35 AM

There's already a thread on this in PARF...

quicksix 02-09-2012 09:39 AM

I saw that on the news this morning.
So I risk a thousand dollar fine for taking my kid down to the beach and teaching her" the stretched out catch into the surf of a perfectlyt thrown Frisbee"???
Wow all those times growing up I never even hit anyone with anything on a beach
Civil disobiedience

bivenator 02-09-2012 09:58 AM

No frisbee or footballs, what a bunch of hooey.

We drive on the beaches here in TX. When the beaches emptied late in the day in the summer, making a figure 8 track from trash barrels in the sand was some of the most fun I have ever had, ever.

mikester 02-09-2012 10:06 AM

It is the STUPIDEST thing I have ever heard. Having lived in many beach communities in my life I can say that LA County is the definition of lame.

Noah930 02-09-2012 10:13 AM

Not that I agree with the above (stupid) legislation, but speeder had a good point in the PPOT thread about this topic. When you have a packed summertime beach, the last thing you need are a bunch of semi-drunk idiots (always guys, no less) playing full contact football next to you and your kids. Legislation like this is partially passed because there are too many idiots out there who don't have the common sense to understand that there's a time and place for everything. Wasn't there some guy shot (and killed?) in the Rose Bowl parking lot during pre-game at a USC-UCLA football game a couple years back because there arose a dispute between some guys throwing a football too close to his BMW?

bivenator 02-09-2012 10:21 AM

Stupid semi drunk guys do not need an excuse to fight. They will find one regardless. I

legion 02-09-2012 10:22 AM

Like most new laws, the problem is already covered under existing legislation.

A group of rowdy, drunk guys playing full-tackle football too close to your family? Charge them with public intoxication, disorderly conduct, or other such general-purpose charges. We all know someone is going to eventually spend the night in jail for tossing a toy football with their toddler.

Noah930 02-09-2012 10:25 AM

How about Trac Ball? Fer chrissake, if you can't play Trac Ball at the beach (or that thing with the round velcro sticky pads strapped to your palm and tennis ball), where else are you gonna play that?

Tim Hancock 02-09-2012 10:42 AM

The American way of life is being flushed down the crapper via ever increasing regulation.

snbush67 02-09-2012 10:59 AM

More laws and signs that only the people they were meant for will ignore.

intakexhaust 02-09-2012 11:03 AM

You mean 'raise' fines up to $1000? Already a law? I can't 'throw' my balls anyways. LOL

RWebb 02-09-2012 11:08 AM

why not just Taze them?

Brando 02-09-2012 11:09 AM

Los Angeles and San Francisco, bastions of liberal lifestyle in this state. I can't wait til they fall into the ocean.

Zeke 02-09-2012 11:31 AM

Then I suppose fair is fair. No volleyballs. Next time they play, I'm calling the cops.

Or maybe I'll throw one long and deep, a volleyball.

I think volleyball is exempted from the law (because it's usually played in designated volleyball courts). Besides, who in their right minds would want to ban all those fit young ladies in bikinis from running and jumping around on the beach?

Zeke 02-09-2012 03:03 PM

Played in courts, yes, but no fences to keep the ball from being spiked a long way. I know, I played beach volleyball and gym volley ball for 15 years. If you missed the spike, it was usually a good trot to where the ball stopped.

All I was teasing about is that footballs and frisbees are not the only two airborne objects at the beach. And a 1000 dollars? Be serious.

nostatic 02-09-2012 03:51 PM

Actually I complained to the Supervisor and he actually replied:

Thank you for your e-mail to my office.

Recent media reports on the County's Beach ordinance were misleading.

The Board of Supervisors actually lifted a 42-year-old ban on football and Frisbee throwing and replaced it with restrictions on crowded beach days when wayward balls or Frisbees could hit other people.

Please see the attached release from the Department of Beaches and Harbors with more information.

If you have further questions, please call my Deputy, Tony Bell or Edel Vizcarra at 213-974-5555.

Sincerely,
MICHAEL D. ANTONOVICH
Supervisor, Fifth District

OVERVIEW:
The new ordinance lifts a decades-old, all-out ban on playing football, Frisbee and other ball on the beach. Its intention was not to preclude football or Frisbee tossing. Rather, its purpose is to allow ball playing, while providing reasonable safety measures that lifeguards may impose on a crowded beach day, when wayward footballs or Frisbees could cause injuries to bystanders.
The ordinance allows football play, Frisbee and other ball play during the off-peak beach season. In the summer months, when millions of visitors come to L.A. County beaches, lifeguards have the authority to stop a game if it threatens safety in crowded areas of the beach. If necessary, a citation may be issued by law enforcement or Department Code Enforcement Officers to individuals who ignore the lifeguards’ directives on ball playing.
Even during the peak season, the rule does allow for games in specially designated parts of the beach.

SUMMARY OF ORDINANCE:
The newly revised Beach Ordinance does not ban footballs, soccer balls, or Frisbees on L.A. County beaches. Instead, the Ordinance provides a set of guidelines for safe ball playing at the beach.
Beachgoers may throw, kick, or roll any ball or light object on L.A. County beaches during the off- peak season between Labor Day and Memorial Day as long as persons or property are not endangered, and may do so year-round in established and/or designated areas or if they receive permission from the Department of Beaches and Harbors or a lifeguard.

VIOLATION:
If the ball-playing code section is violated, the violation is an infraction punishable by a fine in accordance with California Government Code section 25132 as follows:
(b) “Every violation determined to be an infraction is punishable by (1) a fine not exceeding one hundred dollars ($100) for a first violation; (2) a fine not exceeding two hundred dollars ($200) for a second violation of the same ordinance within one year; (3) a fine not exceeding five hundred dollars ($500) for each additional violation of the same ordinance within one year.”

bivenator 02-09-2012 04:55 PM

Seems reasonable.

Zeke 02-09-2012 05:11 PM

Well, to put reason to all of this isn't certainly not in the spirit of kalifornia bashing.

You get a "WHAT'S WRONG WITH YOU!"

aigel 02-09-2012 07:22 PM

Yeah - WTF? Now we are going to have more morons show up with fresh MN, OH, AL and MS license plates clogging up our freeways! :)

Seriously - I don't get the bashing. Most people that do it don't live here. So why do they get so excited about it?

I actually have to give some credit to both Antonovich and Yaroslavsky. I emailed my objection to the the ordinances and both responded with clarification. Evidently frisbee has been illegal on the beach. As for the 18" holes, I highly doubt that lifeguards will be out with a measuring stick. While I object to the nanny state, sadly some laws are necessary because some people think it is their gawd-given right to act like an arse at the beach.

Wilhelm 02-09-2012 07:56 PM

LA and Southern California are rather crowded. We have a rather high population density. I dont like that part too much. But I do like all the "Kalifornia Bashers" and laws like these. It helps keep the population under control. Some people will move away. And when word of laws like this one gets out, fewer people will move here. Leaves more room for.... ME :D
I like living in Southern California. Keep bashing Kalifornia please !!

look 171 02-09-2012 10:01 PM

I don't like the law, but when you have little kids, you will want the idiots to stay away and not hurt your little ones. Due to the large crowds on the sand, this type of regulation maybe necessary. When my kids were really little, like 2 or 3, they play at the swing set and the little slides at the local park a lot. One time, these dumb kids in their early 20 were throwing a football in the kids play area. I thought they will pass and play at the grass. NOOOO. more came and have taken over the whole place. I would have kill one of them if they hit my little boy with the f'ing football. I ask them to leave, but they refuse and starting shooting their mouth at me. this is the reason why we need these laws. I don'tlike them but we sometime don't have a choice
