Tax question on research grants and 1099's...

There's no secret the dept I'm in for my terminal degree is mismanaged. The undergrads and summer research kids are getting a 1099 nec for national science foundation grants that should not be taxed. The uni refuses to fix the issue. The kids tax accountants are demanding a 1099 misc or just a w2 from the dept or finance from the university. No one wants to budge and I want my undergrad minions back(the kids don't want to come back if they're going to be taxed a grand on a 6,000 stipend)... This is technically my PI's problem, but he's green card and has no idea nor wants to cause waves to a very inept/ green chair that only shows up 2 days a week. The dept office secretary shows up once a week and said to pound sand. The payroll from the university said it's correct. How to tackle this problem?

Send a fax to your congressman or state rep, call them too, but they will want something in writing

Once one gets to the dept chair. There's really no other boss until you go to president of the school or university. Which they have said to go talk to payroll.

I've gone to payroll and they're idiots.
Head of the business office is not bright either (pawns it back to payroll).




I've had issues with their billing before. They tacked an extra 5k to my w2 compared to end of year pay stub. Something about tuition saved and GA, but I'm using the gi bill for tuition and it sent their heads scrambling over their mistake.

It just sucks because I'll lose good students to other universities and my free labor... More importantly is the free labor.

Call your elected reps, especially if it is a state school. You know for certain they are getting federal money.

They will definitely not want to risk that sweet, sweet, government cheddar

I'm at a state school.

I have one kid still self advocating with that IRS publication, but I'll get a draft going to send to the state rep and higher... I can survive jumping the CoC on this issue.
