Under Part 91.147, a pilot may conduct sightseeing tours for compensation, within 25nm of the departure point. The pilot must have a Letter of Authorization, but does not need any operating manuals, training manuals, ground crew, etc. The pilot does have to be on a drug testing program, though. This is the section that many of the beach sightseeing operators work under.

The Part 91 operators are further governed by Part 136.

for a word ..maybe two..
and her realizing she just peed herself...

even God does what the Air boss tells him to do...
otherwise he finds himself sitting next to you know who..
