summary:

we are building a tunnel.
we have an active construction permit, allowing us to seriously disturb the earth.
to supply fire control water we are tapping into a huge waterline, and running this huge loop.

FHWA, and the water district need to install a recirculation pump station on a private ranch nearby. opps, they dont have an active construction permit to disturb soil..wahhh!! so they ask us to install it on our property.

we shoe-horn it on our property, we pay for it with a CCO to our contractor, the water district designs it, they reject their own design a couple of times (??!!)..

finally we get enough information, and i order the GIGANTIC underground vault to house this thing. the water district now wants to change their mind..we need to core additional drain hole, bump up power from 240 to 480, so now i have to fit a stepdown tranformer for lighting..add additional panels, add conduit running to the vault..etc..

and what is the kicker? the vault is being loaded on a flatbed in 3 pieces today!! we get it tuesday!! and the water district change their own effen plans last minute. i hate their engineer!! why didnt they think of all this sooner?

we havent even worked out the details for the guts of this vault. they want to change everything so the guts come in as a complete unit..why? because they think they wont need recirculation in the system, and that way they can come and crane out the equipment and use it elsewhere later..unbelievable..

Aren't there check points in your planning system? There would be for me. Sign this off or we wait.

BTW, my sign off would include a clause for liquidated damages if they need to revamp.

Are they aware that they already "bought" the colossal vault that will arrive on Tuesday, along with the expected costs associated with hauling it away and re-engineering the system?

they dont care..i'm gonna pay to core a hole in the side and run a drain to the adjacent detention basin..$50 bucks of material will probably cost me $10,000.

A few months ago, the house on the down hill side of our house finally had to have it's foundation fixed as it never had a large enough footer on the down hill side to keep the house from moving. Our houses were built in 1960 so the practices were a bit lax back then I guess? Anyways, the engineer and his company that did the work had NOTHING good to say about the city engineer and after meeting him once I can see what he meant! The new plans were 50% over what the city specs called for in depth and width since our hill moves a lot from winter to summer and the engineer did not know what to do when something was "over designed" as all he had ever seen was companies doing minimum stuff and generally right on the limit for stuff......

There is a very useful legal tool called a contract.... When I was involved with writing contracts for the military once the contract was agreed to we couldn't change the thread pitch on a bolt without the contractor charging us for it. I don't know why contractors treat local governments differently.

That's where it all went wrong.

Remember to itemize all additional expenses, keeping track of which department contact ordered the alterations and when, and prepare a bill....
You may have to hire someone for that.

(I hope that on your end an additional permit was pulled, and their line has a meter or two with a shutoff on the property line).

oh, you have no idea. we keep everything separate...they had us by the shorthairs..we cant open a tunnel without water. they have the water..we had to do what we need to do to get what..it was ugly. the ripple affect was amazing.

when this is done, i will be a logistics expert.
