I noodled this a year ago. conclusion was none of the people I ride with would attach that to their bike.
doesn't address the bars turning, but something like a rubber band on your bars that you could stretch out and attach to your front brake handle to lock up front wheel. Lots of different frame tube sizes and shapes now too. |
Again: Bungee cord through the spokes to the frame...

where you going to store bungee? my band idea stays on the bars when not in use. lighter and cheapee than a bungee. :-)

Dude, a bungee is a rubber band, just a better one. You can loop it through under the seat. Plus it gets the job done.
It weighs a lot less than a water bottle. But then I ride a steel rigid or else an old alu mountainbike. So a little weight doesn't scare me. |
What you need here is something that will hold and prop up the bike when you park it and the same thing can be used to beat dogs when riding.
