Feels like a car sale SCAM

So, I saw this rather inexpensive 2004 VW Beetle on Craigslist for a good price. I was thinking of getting it for my neice (who would late pay me back...I am not that nice). I emailed the seller would told me I could inspect the vehicle but she was in South Dakota, she had been moved there for school or something.

I emailed back, great, let me know where the vehicle is and who I can speak to so I can inspect the vehicle and take it for a test drive.

Then without really answering my questions, I get this.
