At the speeds they are passing by, I'm having a tough time distinguishing the engines...

But since you posted with that title, I still think the spectators at the Honda/Suzuka commercial would experience some sort of a Doppler effect.

This reminds me of learning that the constant changes in engine sounds you hear when watching an acrobatic airplane from the ground is all (or mostly - stalls etc) Doppler shift. A bit counter intuitive given all the ops and downs - but it is essentially all done at near wide open throttle.

I thought the doppler effect was when a woman looks good from far away, and gets worse and worse as she gets closer.

That's one of the laws of nature that is offset by the Desperation Theorem or the Law of Beer Goggles.
