There is a 80s El Camino close to my office that is neon green with wheels like that. Pretty horrible.

The biggest problem I see is something with that much ground clearance without a transfer case and a set of superswampers, is just a flat waste

I hear you guys, and I can't help it but I love these things. There are some around here that have some amazing paint jobs. There's something about putting an old 80s/90s fleet car several feet up in the air, with a megabuck candy paint job and chrome wheels - it appeals to me the same way the Japanese cars with the giant wings or extreme camber appeal to me. These guys are all-in, and don't care what anybody thinks. I can dig that.
