What is this part?
 
I found this part today walking around the RR and near a RR station in New Hope PA anyone have any idea what it is?
The center hole is threaded

Looks like a standoff for a shaft.

does look like some sort of support flange...hope it wasn't an important part to a break system on a rail car...

Possible base for the posts for the chains to keep you from falling off the ends of the cars?
